[GoodID-UI]: data-processing agreement

Business Description

We need someone's permission before we process their data to check for eligible offers

This is aligned with ticket: https://github.com/GoodDollar/GoodDAPP/issues/4199

Technical implementation

A user gets here from the segmentation screen. What should happen on the buttons actions.

• User clicks on 'I accept'

  1. A modal shows for 'We are creating your good-id'
  2. we run the checkavailable offers hook
  3. a user is navigated to the confirmation screen

• User clicks on 'No'

  1. A modal is shown for UX purpose, couple seconds, no available offers are checked and a user immediately navigates to the the confirmation screen

Acceptance Criteria

• [ ] - add screen for asking permission to process and use their data for eligibility check
• [ ] - store this permission locally (similiar to cookie permissions etc)
• [ ] - Should redirect to the creation of the GoodID regardless of yes/no answer
