Resolving padding issue on optional form fields #2056

The popover currently looks like this:

It would be ideal to fix padding so it's equal around the filter box at least on this. I almost feel it's a bug as far as a visual bug, but logging as enhancement just incase.

Closing this and moving to iterations project for later consideration.
