@Doix OK still some things in HCLS breaking that I think might need changed in either the schema or the data

The changes look good to me. Feel free to merge. I'll look through everything later towards the end of the week as well.

Merging so I can get started on requirement levels. There will need to be a complete review of the schema at some point, may as well do that after we add the req_lev's
