This is an initial attempt at adding requirement levels to hcls_2015.shex.

Don't accept for now as this will certainly need more checking and work

OK Have decided to leave HCLS_2015.shex alone. It remains as what Alasdair gave us. Instead I'm going to merge the changes made to hcls_2015.ttl as I am 99% sure they are correct and include the version of the ShEx generated by hcls-scraper
