[Feature Request] Let me make King Zora slower. #4186

Yes, I know it sounds absolutely unhinged, but hear me out. I love the option to make King Zora's mweeping faster, but I'd love it even more if you could also go below 1x speed, because I have grown so accustomed to how slow this guy is that all frustration has completely dissolved and it's just really funny to me now. I'd like if it bottomed out at 0.1x speed, but 0.5x will still achieve the desired effect. If you're feeling extra spicy, 0.01x would be fantastic.
