Hookify more Entrance Rando handling

This moves more Entrance Rando handling from game source code to hooks. Notable changes include:

• Moving OnSceneInit hook execution to be one function later, after room ctx is setup. This should have no impact to existing usages.
• Fix glitchy fog with entrance rando by reinitializing the environment after overriding the weather mode.
• Fix Jabu fish drop cutscene not sending the player to the override entrance if cutscene skips are off.

Edit: And fixes some bad Jabu entrance enums after the rename PR.
