[N64 Rando Parity] Toggle Complete Mask Quest

In N64 rando, this completes the happy mask shop immediately once it opens. Which is after meeting zelda if I recall correctly.

Does 3DS logic for this exist at all? If not, this is not going to be a quick implementation because some checks rely on the mask shop (deku theater).
