Bootstrap #6

This is a (hopefully) semi working version of bootstrap. It contains the bootstrap datetime range picker. but the JS needs to be rewritten in order for it to work.

The html... works, but it needs more work

BTW, downloads.js is broken because we no longer import the jquery date picker. Because it is broken, the new range picker does not work right. To see the demo, working, delete line 26 in server/timeseries/static/timeseries/js/downloads.js
