Update webapp to Python 3.11 #668

Changes

Updates the Django app to use Python 3.11, Django 4.2, and all other dependencies.

We are now testing for 3.12, and Django 5 with a longer term intention to upgrade to 5.2 when it releases. Also fixes the docker-compose to mount the correct directory.

Closes #640
