Add data table pagination and filtering to scanreport index #691

Changes

This updates the scanreports index page ui and makes the following changes:

Fixed POST/PUT/PATCH request from Next.js not working
Added API endpoints to get scanreports and to archive/unarchive scanreport
Added actions to the table column
Added Archive/Unarchive tabs
Implemented server side pagination and filtering
Added global loading state
Added Next build to ci.yml
