Implementation of NextJS to New Scan Report view #773

Changes

This PR adds a NextJS view for the view of the Uploading New Scan Report. It also:

Moved the logic and validations of uploaded files and data from api/mapping to api/api
Added some custom Formik fields to facilitate users' journey of uploading a valid scan report
Would show a list of errors nicely by using ShadCN Alert
Added helpful tooltips for the form fields
