Re-assembled scrinshot pipeline from old scrinshot pipeline script with new package structure. Moved all padlock specific function to the _scrinshot_probe_designer.py file under pipelines. Moved the set writing functionality to database and moved the detection oligo check from last step in final padlock design to property filter functions. Since it calls the padlock arms filter internally we don't need to call them seperately in the pipeline.
