Category selected in popup doesn't move to first #338

@wandaczerwinski i know that this is something that you changed to work this way, so im sorry that im saying this, but I think that whichever category you select it should move to the first page of categories after you select it (well, ok, let me just say the use case that was very confusing for @trk17 and i- I typed in a category that I forgot that I already had, and was confused because nothing was highlighting, there was no feedback that it had been added, and I got super confused. Then I realized it had been highlighted but on the third page of my categories and I couldn't see it, this was exceptionally confusing.)

@gamiller I definitely see your point, and that's why I originally had it working that way, but I think we've received a lot of feedback from users that the jumping around was confusing to them. Maybe merits more discussion about how we could change the design?

@gamiller @wandaczerwinski, Grace and I talked about this briefly the other day. We thought the best flow might be to have categories you type in move to whatever page you are currently on so that you get the acknowledgement that it was added, but if you are clicking to select a category, it should stay where it is. Also when you come back to a page that you have categorized, the categories that it is categorized as should be first in the list.
