Tracking PR + A bunch of other fixes scattered about
-Allow users to toggle tracking on and off #213
Users can still categorize pages when tracking is off and find them alter
-Big fix to the Popup so it only uses 1 request to the backend to get all of the information it needs instead of two
-Minor fix to the height of the loading page #341
-Clean up popup nav flow to a new reducer instead of lumping into currentUser (#301 fixed)
-Cleaned up a ton of actions we weren't using anymore
-Couple other small bug fixes
