Twitch chat will only lock to world or screen, It no longer gives me the option to lock it to controller.

That would mean SteamVR does not detect your controllers when OVRTC opens. You're starting SteamVR and turning on your controllers before starting OVRTC I assume? Could you attach the output_log.txt from inside the OpenVRTwitchChat_Data folder?
