Character doesn't exit ShieldOff state after releasing shield button

Fantasy Crescendo Version: v0.3.0-alpha development-64-bit Build #265
Operating System: Windows 10
Expected Behavior: Character should transition from Shield->ShieldOff->Idle after releasing a previously held shield input.
Actual Behavior: Character is locked into ShieldOff state after releasing shield input.
Steps to reproduce:
1. When loaded in game, press shield button to enter Shield state.
2. Release the shield button.
