Automated emails to data submitters

As a data contribute, I want to receive emails as my project moves through various phases in order to do a sanity check on the data and be aware when my data is being served from the DCP.

• [ ] email sent when primary data is available in the data store and data browser
• [ ] email sent when analysis data is available in the data store and data browser
• [ ] email sent when project expression matrix is available
