Update codelists #282

Run the version of iati download_codelists on #283, in order to pull in the latest versions of all codelists.

Some tests appear to rely on specific codes that have been renamed, so those are also updated.

Coverage Status

Coverage remained the same at 78.744% when pulling dcac88e1eb5b5f38fa286d43636cd2cbe0499d16 on andylolz:update-codelists into 2e9c264e7923eacc9c5078e03a6cf51c2bc7d29e on IATI:master.

This should be run on a cron, to ensure codelists are up-to-date. I’ve added a note in the README to that effect.

A CSV export of data that includes e.g. new sectors suggests the codelists on production are out-of-date.

I don’t understand what’s in this PR now, but it’s not what it should be. Closing and deleting because it doesn’t matter anyway.
