Ignore missing reporting-org at v1 #305

INCOMPLETE: I’ll add some tests to this one.

This problem seems related to the fact ActivityFactory isn’t minimal – it includes a reporting_org by default.

I’ll try taking that out, and then fixing tests.

Oh, that’s annoying – I’d hoped some tests would fail once I did that.
