Allow new character for IATI Organisation Identifier #387

The Global Research Identifiers (http://org-id.guide/list/XI-GRID) contain a . character. Currently, the IATI Organisation Identifier client and server-side validations doesn't allow this character.

Add the . character as an accepted character for the IATI Organisation Identifier. Also, update the error message seen by users that the . is allowed.
