We have seen behaviour whereby the archiver seems to delete packages.

Specifically, if a package is deleted (but not purged), and then recreated, the archiver seems to delete it.

After going through https://github.com/IATI/ckanext-iati/issues/454. Purging the dataset seems to be working, instead of versioning we can just purge the organisation dataset when an organisation Unpublishes the organisation dataset.
