Add linkage to information about IFRC event leveling (i.e. Crisis Categorisation) #684

Is your feature request related to a problem? Please describe. Feature request to add contextual information to the disaster categorization field.

Describe the solution you'd like I've spoken to users that are confused about the "Disaster Categorization" field under Emergency Overview on emergency pages. I think either converting that label to a link, or having help text icon (accessible via hover) that provides access to guidance on the definitions and implications of each color code would be helpful.

Current IFRC Emergency Response Framework is here: https://www.ifrc.org/document/ifrc-emergency-response-framework The IFRC ERF (incl Crisis Categorisation) is currently undergoing revision so need to consider what info to link here to be sure it has the info re the current business rules used by GO ongoing.
