Automatic deployment of CSV Database Web Service #22

When merging a new version of the CSV database web service to main, create a new deployment to azure via pipeline.

Acceptance criteria:

[ ] Validate the we can authenticate with Azure using a managed identity (prepare-azure job)
[ ] Create an automatic deployment to Azure of CSV database web service (deploy-azure-web-service job)
- [ ] Only deploy in production environment (main branch)
- [ ] Optional: Make a staging deployment slot in azure for our staging environment
