Combine the link to the cloud credits application form with the office hours announcement, both being present. #995

NCI is requesting that both the cloud credit form and the office hours announcement share the banner real estate in future releases. (see #977)

@fedorov @wlongabaugh Is this ticket superceded by a request to make this a ticker? Also do we have feedback from the UX folks on that, since tickers are usually considered Bad News in UX spaces?

@s-paquette to avoid misunderstanding, can you please include a reference to that request you have in mind? Is there an issue about it?

We do not have any feedback from the UX folks other than the feedback shared as slides and report in this folder: https://drive.google.com/drive/folders/17MtZw4zFNCfL2n2FYrieEsWi2Hv9aoVc. I do not think we should expect anything else from that team in terms of guiding our UX development.

Got it, and, the other issue item is #1054

@wlongabaugh @fedorov Quick clarification--are we showing 2 bars stacked on top of each other, or, a single bar which rotates between these two?
