Handle Downstream Transfer States

• Similar to #80 handle the Downstream Transfer State of Incomplete and Not Started.

Issue

• The Transfer State is ignored and waits for the SMEMA Board Available to go low (Board Departed/Transferred)
• This can create a Hermes Lockup (wait) until the SMEMA state goes low. ('Transpport Finished' will not be sent until SMEMA goes low.

Design

• User prompts:
• The Digital Twin Board Data may have to be moved from Downstream back to This Station, if the Transport Finished has been already sent (SMEMA low)
• OR, User prompt to send 'Transport Finished', then resend Board Available Message to reset the transfer.
• Either way, the operator should be made aware of the bad transfer.
