RESTful API for OEM Manufacturing Equipment Integration

[Industry4]

• Control the SMEMA states via a REST API for use of the extension on Manufacturing Equipment (Printers, PnP, Ovens ect) without the need for additional hardware ie a SMEMA Hermes Adaptor.
• View, Add, Delete, the Board Queues (Upstream, This Station, Downstream, ScanStation)

This API should be similar to the SMEMA extension https://github.com/Industry4/MultiPlug.Ext.SMEMA

• The current API has been used for internal use (the User Interface), this should be duplicated and Security control placed on the external facing API.
