Supervisory Board Departed Event On End of Line

When the Downstream Hermes connection is disabled the Supervisory Board Departed Event isn't being called (there is no way of knowing the location of the Board)

• Add: A Setting to trigger this event when Downstream Hermes connection is disabled
• Consider: The current behavour is to move the board directly to the downstream list. The setting above maybe linked to this behavour.
• 1. If this new setting is disabled, the board data stays in 'This Station' and No Board Departed event occurs.
• 2. If enabled, the board is moved to the Downstream list (as it is today) and the Board Departed event occurs
