Improve the README file and conform to ITKModuleTemplate practices:

Transition from Markdown to reSTructured syntax.
Place CI badges into a table.
Divide the document into sections.
Cross-reference the LICENSE file.
Improve the documentation by using more literal blocks, removing outdated parts, fixing minor ortography mistakes, etc.
