For login and registration you need OP #75

When you log into the server without an operator, all commands are not available to you except /authy reload

how to fix?

You need to give these permissions to your default group - authy.login, authy.register, authy.unregister, authy.remember and authy.pin using a permission plugin (I recommend luckperms)
