Whisper Manager doesn't appear to read in chat history on load #134

Describe the bug I believe Whisper Manager is intended to read in your whisper history on page load. Currently, it does not, and the UI does not show up until a whisper is received.

To Reproduce Refresh the page and open Whisper Manager, observe no UI.
