[Meta] deprecated WinXP builds, introduce macOS-14 runner for M1 builds #1206

Treat WinXP builds as deprecated - they are only run every 4 months (or manually). These builds are very slow and do not provide much for anyone.
Introduce the new macos-14 runner for M1 support in its place. These builds are very fast, and likely to see more use.
