It's to prevent you from holding the use key to infinitely hold a charge. This was a bugfix from lucasforums a long time ago.
And is implemented in at the very least OJP and xMod if not more as well.
If both cannot be fixed then this issue can be closed. Infinite charge is more serious problem. I'll just have to get used to releasing charge before using items :p

I don't think both are fixable without rewrite to the charge code and that requires changes to server and client.
I don't think it's able to fix really, so I'm closing this.
For example trying to use bacta when you are "charging" thermal detonators causes your character to throw one and you still haven't used your bacta. The healing sound plays though. Issue doesn't exist in non Openjk servers
The issue has been in Openjk for a long time but I didn't remember to report earlier
