Add an underpants theme #13

We have the default theme, the candy vomit theme, white, and black. Let's add an underpants theme. Can we make our own based on an image from a past stack? Does Sarah know how to do that?

Following up on this, I haven't made a theme, but I have made some effort to improve theme modularity, and added instructions. Creating a theme is now a matter of creating a css file and putting it in the themes package, then doing a build. There's also some documentation about which css variables are actually used and where
