In lieu of the theme switcher, we should have an options menu to find/toggle more things. Theme will be one of them, of course, but this can also have things like "Show all by default", or a link to the help/issue/documentation

Significant progress. There is now "settings" icon instead of the theme picker in the header, and it opens a modal that allows you to pick theme and decide if you always want to "show all". I'm going to be changing the theme picker and making a proper toggle control for the other setting. If there are other global settings, they would go here

Theme picker is now a normal dropdown for now. Maybe down the line this could be a popover of sorts with "samples" of each theme, but it's functional and is actually extensible past 5-6 themes. The toggle is now styled as a toggle instead of a check box.

The heart of the issue is now complete. Further enhancements/new settings can be their own issues
