Improved Info Bubble Tooltips

Info bubbles give their information through the native html title attribute, which doesn't seem that helpful if you don't know you're there. Info bubbles should instead have a tooltip component that is instant and more readable.

• [x] Create an info bubble component with these new tooltips
• [x] Replace with the new info bubble component
• [x] Find a different icon to use for the game metadata popup. Info bubbles should always act as a marker that there is only a tooltip, and the metadata popup is more than that.

Done. The actual info bubble icons are now a proper tooltip element that pops up instantly with a much more legible and intentional-looking bit of text. The metadata button is now a little line series to indicate some sort of "data"
