Big ticket here, implement an entire flow for recommended daily goals

[x] create goals table
[x] seed some data
[x] backend goals.service with db queries for goals
[x] - backend goals.controller with validation middleware and crudl
[x] - backend goals route
[ ] api calls to crudl goals
[ ] display goals on admin pages
[ ] form for admin to create new goals

Let's do (per person average): Average Sleep Hours Stress Level Steps

Set [GOAL] Goal - button or link Modal pops up with a very simple form interface maybe with up down arrows as well as an input and a submit button

Admin View should list the goals below the percentage bar graph (blue) along with an edit button centered underneath which should open a modal with update capabilities

ALSO change the yellow radialbar from tasks to something (either steps, or whatever)

ALSO ALSO remove the department goals copy from the USER dashboard (maybe replace with Welcome, USER_NAME")
