Title: Pull URL constants back into application.yml file and use as env variables with a configuration

Technical details:

Implement Infrastructure as Code (IaC) to put constants for base URLs in application.yml
Pull variables in by using a java configuration class
Replace the use of these constants in the controllers throughout the application.
