Replace PERSONS_BASE_URL, PET_BASE_URL, ACCOUNT_BASE_URL with repository secrets PERSONS_BASE_URL, PETS_BASE_URL, ACCOUNTS_BASE_URL in the pipeline.

@RandallKeur changed the ci-cd.yml env vars to use the github secrets, but now the pipeline is failing when I run it locally. See draft pull request #72
