Pull Requests are not created with labels. Is there a way to assign labels to each created Pull Request based on Title, Files Modified/Added, and/or Linked Issues?

@RandallKeur seeing https://github.com/actions/labeler as a top result, but I am unsure how this would be implemented for us.
