Add GEN Post-Hoc detection method.

Hi @coding-famer, nice work and thank you for the pull request! We will review and merge asap. Meanwhile, did you by any chance test GEN on OpenOOD v1.5's benchmarks? If so we are happy to include GEN's results in the leaderboard as well.

Sure, I will create another pull request for that. Do I need to create an issue to discuss the result first?

Yes that would be better. We may try to reproduce the numbers on our end too, so the issue will be a good place for any potential discussion.
