Survival Mechanic changes: #66

Merged with 2.23 Testing.

Note there should not be any additional performance hit. DELTA_TIME can be used to tweak the overhead now.

Might want to consider increasing the effect of food/water due to the increased speed of dehydration/starvation.

Increased the speed to actually make food useful (so teams will actually hunt for food sacks/water barrels for their base)

15min till starvation/dehydration from 100% 2min till death by starvation/dehydration

HUD is now accurate down to 1% rather than 10%
