Describe the bug
After solving the first grid puzzle in medical to the left of the 451 door, the light will turn on which is one of its targets, but not the switch lock state toggling. I recently fixed it such that re-using an already solved puzzle doesn't re-run its targets but now I can't unlock the switch at all where previously I could reuse the panel.
