BUG: Full System Shock from GPU Drivers Crash if Windows Builtin Recording Used

Describe the bug User tried to record the game with the Windows built in software but it only exited out of the game and then desktop froze completely and had to do a hard shutdown. Checked GPU log files and Citadel crashed gpu driver when I tried to record the game.

Rig:

OS and version: Windows 10.0.0 64bit
GPU: AMD Radeon RX 6700 XT
API: Vulkan API version 1.1.0
