Disclaimer #31

At some point I saw a disclaimer pop up when I visited the site. I did not read it in detail but I thought it was a nice touch. Are you planning on adding it back? If so, it would be good for me to have a closer look at the text.

@beatonan Yes, the disclaimer will pop once again after development. (It was a bit annoying during development). However, you can still see the disclaimer by clicking the upper left button (Disclaimer button in the header)

curious as to where you got this language....seems very official. I will run it by my coordinator.

@beatonan It's the standard disclaimer for EC Hydrometric Information. I modified the text as needed.
