RDPA Layer not available #35

Sometimes, the RDPA layer from the geomet server is not available. I could check if the RDPS layer is available as backup.

Or I could label that the RDPA layer is currently not available.

From Andy's comment, it seems GEOMET has a new link. Need to search and find...

@beatonan They changed the format as described below: "New features and improvements: Grouped layers of the High Resolution Deterministic Precipitation Analysis System (HRDPA) and the Regional Deterministic Precipitation Analysis (RDPA) in the same "Precipitation Analysis" folder Updated the default air temperature WMS style " It should be fix now. However, I'm not too sure what is the difference between HRDPA and RDPA. We are currently using ""RDPA.24P - Quantity of precipitation (preliminary)". We could technically use "HRDPA.24P - Quantity of precipitation (preliminary)" if needed.
