Add robust interface for CacheStatus Table #32

I.E. create PHP and Python class/module for easy interface with CacheStatus

Maybe add lastUpdate, currentUpdate columns

should the status column be revised, or do we need an additional column to represent this?

Maybe status => "Inserted X items in X tables" And note => "(last congress processed)"
