Exactly like the Congress, Sessions, Members* tables

Setup means to:

  1. Interact with the relevant database tables. with Table > Query > Row sort of setup (See Members)
  2. Automatically update the bill cache when it is found to be out of date
  3. Use the API to hit this interface
