Add Add'l Functionality for Faction Minions #22

Add production buttons for new units. Make technical capture capable. Give operative special rules. Add Torran and other potential minions.

Splash damage works, but needs to clear out final image for splashGraphics. Need to double check damage calcs for splash squares, it seems like it's not doing enough, but that may be due to graphics issue.

Remaining: Need to add transport capability to gunboat. Need to add semi-stealth to insurgent, and double check stealth for operative.

Only one needed now is insurgent semi-stealth.

Insurgent semi-stealth verified. Still appears visible upon initial production/placement, but this is by design. The troops are deployed but haven't yet blended into their surroundings, similar to the sub still needing to dive.
