Create Engineer #32

-Will be able to build fortification by clicking on itself, will have similar mechanics to capture, but also cost 100 per health to build. Then provides add'l defense bonus. -Will be able to repair vehicles at 1 HP per turn as a "attack" action. -Can construct mines/refineries on oil patches and ore deposits. Similar to forts.

Added, but can only build fortifications.

Also, need to bring over sprite from Laptop.
