Transport Pickup #40

Transport sits still, which implies they can't find ANY satisfactory pickup spot. Test may have been lucky by starting them on the beach. Gunboat doesn't go for pickup either, preferring to move to open sea.

Fixed this, but need to make minions more choosy about getting in a transport - only do so if they're on a landmass with NO enemy properties.
